Summary/Objective

The Development and Construction Owner’s Representative serves as the on-site Owner’s Representative for all in-house residential construction and as the primary on-site liaison for vertical infrastructure construction. Reporting to the Developer (Sterling Bay – Chicago) and the Tributary GM/COO, this role acts as the central conduit between the Developer, General Contractors, the Real Estate team, and private buyers across a multi-build community development. 

Essential Functions

  • Act as the primary on-site Owner’s Representative for all vertical construction and community amenity projects awarded to all General Contractors.
  • Monitor GC construction schedules, track critical-path activities, and conduct regular job site visits to verify progress, workmanship quality, and contractual compliance; implement and continuously refine project controls to proactively manage schedule variances and ensure on-time delivery. Manage GC estimating for homes and amenities, and act as liaison between Developer and GC on project estimation for both residential and community amenity projects.
  • Serve as the principal point of contact for private buyers once a property and construction contract is awarded.
  • Partner with the Real Estate sales team to assist prospective buyers with technical layout questions and contractual build details during the pre-sale phase.
  • Lead buyers through the design with Snake River Interiors and finish selection process in close partnership with the GC.
  • Lead and manage the punch list process on behalf of the Developer and buyers, ensuring all issues are corrected by the GC prior to closing.
  • Develop, manage, and refine a home completion handover process to assist private property owners with the turnover of all housing components, systems, and appliances, and implement and utilize digital management tools.
  • Oversee the post-closing warranty period and act as the mediator between the owner and the GC to ensure warranty items are addressed promptly and correctly.
  • Develop, implement, and maintain a centralized residential construction dashboard to track key performance indicators, including build timelines, milestone payments, and selection deadlines across all active contracts.
  • Provide clear, consistent, and structured updates to the Developer regarding construction progress, delays, changes, and conflicts.
  • Attend Owner-Architect-Contractor (OAC), design, and construction meetings.
  • Review GC change orders and buyer-requested upgrades to ensure accurate expense allocation.
  • Conduct regular audits of billings from the residential construction team to ensure accurate expense allocation.
  • Manage the communication of "macro" site logistics to reduce GC overlap or Operations impact.
  • Verify quality and completion of work prior to approval of private owner or developer milestone payments. 
  • Enforce “hard stops" on private buyer changes to manage or further protect the construction timeline.
  • Ensure all GCs adhere to the same architectural guidelines and community standards outlined in the HOA and Design documents.

Supervisory Responsibility

This position is a Director-level management role with no current direct reports.

Work Environment

The position operates both indoors in an office environment and outdoors in construction areas. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. While performing the duties of this job, the employee may be exposed to fumes or airborne particles, moving mechanical parts, and vibration. The employee is occasionally exposed to a variety of extreme conditions at job sites. Must be able to safely navigate active, unpaved construction sites, climb ladders, and tolerate outdoor weather extremes common to the region. The noise level in the work environment and job sites can be loud. The possibility of tripping, slipping, falling, and injury exists; proper PPE is required on the job site.

Position Type/Expected Hours of Work

This is a full-time, regular, salaried position. It will be expected that the hours and days are worked as necessary to ensure projects remain on schedule. 

Travel 

  • Some travel may be expected for this position.

 Preferred Education and Experience

  • 5 to 10+ years of progressive experience in construction management, real estate development, or owner’s representation, with a proven track record of managing high-end vertical builds.
  • Prior experience as an Owner’s Representative or Project Manager for premium master-planned community developments or luxury private residential clubs is preferred.
  • Field experience acting as a General Contractor, Project Superintendent, or Construction Manager is preferred. Must be comfortable on an active job site.
  • Demonstrated experience operating within a multi-stakeholder environment, interfacing directly with GCs, developers, and private buyers.
  • Preferably, a Bachelor’s degree in Construction Management, Building Science, Architecture, Engineering, Business Administration, Finance, or a closely related discipline. Significant experience in related fields will also be considered.
  • Experience managing high-end, luxury residential finishes and custom builds. Understanding the detailed quality standards required for premium properties and club amenities.
  • Experience with Procore and/or other construction management and scheduling software. 

Additional Eligibility Qualifications

  • Working knowledge of construction documents, including architectural/structural plans, MEP drawings, civil specifications, and contracts.
  • Familiarity with regional building codes, environmental/zoning restrictions, and the local municipal permitting processes
  • Must possess a valid driver’s license and a clean driving record for frequent travel between regional job sites and development zones.
  • Strong verbal and written English communication skills. Must possess the leadership presence and diplomacy required to speak professionally to high-net-worth members, guests, developers, colleagues, and trade contractors alike.

Work Authorization

  • Must have valid work authorization to work in the United States for I-9 form purposes.
